After obtaining a Doctoral degree in France, I returned to teach electrical engineering at Chulalongkorn University for 28 years. I then became an Election Commissioner for 4 years and a Registrar for 2 years at the Asian Institute of Technology. Since then I have been working at Mahidol University on Peace Building especially in the Far South of Thailand. I also serve in many civil society organisations including the THNIC Foundation as its chairman.

Surasak Sanguanpong is currently an associate professor and a head of Applied Network Research Laboratory (ANRES) at the Department of Computer Engineering, Kasetsart University, in Bangkok. He also serves as the THNIC Board of Directors and Treasurer. Prior to this role he was the Vice President for the Information Technology of Kasetsart University. He comes from a technical research background with research experiences in computer networking such as Internet Security, Network Monitoring and Measurements and Applications for High Speed Networking.

Philip Smith has been working in the Internet industry since the early 1990s after catching the Internet bug in the mid 1980s while at University. He runs his own consulting company, PFS Internet Development.

Philip spends some of his time working for the Network Startup Resource Centre as a Senior Network Engineer and Training Coordinator, assisting with Network Operations Groups coordination, and providing network design assistance and training around the Pacific, South and South East Asia, the Middle East and Africa.

He previously worked at APNIC as Learning and Development Director, where his team's responsibilities ranged from Training, APNIC Conferences and Events, Network Operations Group support, Technical Programmes such as IPv6 Deployment, Internet Exchange Points, and Rootname Server deployments, and the Information Society Innovation Fund grants programme.

Before APNIC, he was a member of the Internet Infrastructure Group in CTO Consulting Engineering of Cisco Systems for more than thirteen years. He also served for 3 years on the Board of Trustees of the Internet Society.

Prior to joining Cisco, he spent five years at PIPEX (incorporated into UUNET, and now part of Verizon's global ISP business), the UK's first commercial ISP, where he was Head of Network Engineering. As is common with startups in a rapidly growing marketplace, Philip gained deep experience in all of the engineering roles in an ISP, from support engineer, network operations, engineering, and development, before assuming responsibility for the entire UK network operation. He was one of the first engineers working in the commercial Internet in the UK, and he helped establish the LINX Internet Exchange Point in London and played a key role in building the modern Internet in Europe.

Over the last decade and a half, Philip has been actively involved in providing consultation and advice to ISPs primarily in the Asia Pacific region, but also to other providers around the world. He concentrates specifically on network strategies, design, technology, and operations, as well as configuration, scaling, and training. He has played a major role in training ISP engineers, co-founding the Cisco ISP/IXP Workshop programme, and providing ISP training and tutorials at many network operations events around the world, including NANOG, RIPE, APNIC, SANOG, MENOG, AfNOG, PacNOG and APRICOT conferences. His other key technology interests include IPv6, BGP, OSPF and IS-IS, and network performance and data analysis.

He has also been working to promote and develop the Internet in the entire Asia Pacific region and has been actively involved in bringing the Internet to some countries in the region. He also is actively involved in establishing Internet Exchange Points around the world, as well as advising on peering and inter-ISP relationships across the industry. He is Chair of the Board Directors of APIA (the Asia Pacific Internet Association), the organisation which organises and manages APRICOT, the region's annual ISP operations and technology conference and co-chair of APOPS (the region's ISP operational forum). Philip is also involved in the organisation committees of MENOG, SANOG and PacNOG, helps out with several country NOGs, and is a past chair and member of the NANOG Steering Committee (now NANOG Board).

Philip also has a particular research interest in the growth of the Internet and provides a detailed daily analysis of the IPv4 routing table, from an Asia Pacific perspective, to the general operator community worldwide.

Philip is a Doctor of Philosophy and has a First Class Honours Degree in Physics. A native of Scotland, he lives in Brisbane, Australia.

Jesada Sivaraks received the B.E. degrees, in Telecommunications Engineering from KMITL, Thailand in 1990. He graduated M.Sc. and Ph.D. in Electrical Engineering from Oklahoma State University and Florida Atlantic University in 1997 and 2001, respectively. Working experience, he joined the military information department of Supreme Command Armed force in 1991-1994. In year 2001, he was the principal Engineer at Protura Wireless, Half Moon Bay, California with 3 patent pending at WIPO (World Intellectual Property Organization). He involved various fields of wireless communication such as designing the antenna for mobile phone and setting the method of hand/head effect to mobile terminal.

He has joined to TOT as engineer of International Telecommunications. Also, he was one of the 3G Strategy Team in 2004-2007 and with the Wireless Business group at TOT. Now, he takes care of the business strategy of TOT’s Wireless business group. Moreover, he has been invited to be the special Guest speaker or instructor in various classes of Graduate students in many universities.

He was the Secretary to the National Broadcasting and Telecommunication Commission Vice Chairman. As the regulator role, he is member of variety sub commission such as the sub commission of preparation for 2.1GHz Spectrum auction, the sub commission of preparation for 1800MHz Spectrum, the sub commission of mobile spectrum roadmap, the sub commission of framework of Thailand satellite licensing, etc..

Matt is Edge Strategy Manager at Facebook responsible for the Asia Pacific region based in Hong Kong. In this role he looks after peering & caching relationships, building and maintaining long term partnerships with the networks in the region helping Facebook to make the world more open and connected :)

Before joining Facebook Matt was Senior Network Architect at Akamai and Peering Manager at Cable&Wireless Worldwide, with a long time focus on the Asia Pacific region.

Tashi has experience in IP and transmission network design, operation, and maintenance having worked as a transmission engineer and IP core network engineer for more than a decade. He has been involved in capacity development in the APNIC community by providing technical assistance and training in number of technical areas such as Routing & Switching, Network Architecture, IXP design and deployment, Network Security, IPv6 deployment, DNSSEC, and so on.

Tashi completed his undergraduate studies in Electrical and Electronics engineering from India, complemented by research studies in next generation networks from Japan and postgraduate studies in Network Systems from Australia.

Panita Pongpaibool is a senior researcher at NECTEC (National Electronics and Computer Technology Center), THAILAND. She led a research team that developed the IoT cloud platform, named NETPIE. NETPIE is widely adopted and has become a de facto platform for Thai education and maker communities. At the end of 2017, her research team incorporated a startup company, NEXPIE, dedicated to providing commercial IoT platform services. Panita is now an advisor of NEXPIE. In this talk she will explain the landscape of IoT platform, technical challenges and business opportunities.

Kohei Kitade joined NTT 2004 after graduate from Kobe university in Japan. Currently he works as a Senior Architect for Network Technology at NTT Communications. He has extensive experience in developing network services for service providers and enterprises as well. He is responsible for developing the Internet backbone and services of global and the domestic IP networks for NTT. Especially in Asia, he has developed some POPs and services. Nishal is an Internet Analyst at Packet Clearing House (PCH), working primarily in the Middle East and African region. He has established, worked with, and continuously supports Network Operator Groups (NOGs) across the globe, promoting self-development through the Internet.

Nishal is also the general manager for the community-run Internet Exchange Points (INXes) for South Africa. Both from a technical and policy background, Nishal has been involved in developing interconnections and Internet Exchange Points across the globe, and now adds those years of experience to Africa's largest peering points.

Chalermpol Charnsripinyo is currently a senior specialist and the head of Internet Innovation Laboratory at National Electronics and Computer Technology Center (NECTEC) under National Science and Technology Development Agency (NSTDA), Thailand. He is also working with the Ministry of Information and Communication Technology (MICT) in drafting national digital economy plan and driving the digital economy policy. Dr. Chalermpol has participated in Internet development in Thailand since 1992. He is a founding member of Thailand IPv6 Association, and Thailand Research Education Network (ThaiREN) Association. Dr. Paul Vixie is an Internet pioneer. Currently, he is the Chairman, CEO and cofounder of Farsight Security, Inc. Dr. Vixie was inducted into the Internet Hall of Fame in 2014 for work related to DNS and anti-spam technologies. He is the author of open source Internet software including BIND 8, and of many Internet standards documents concerning DNS and DNSSEC. In addition, he founded the first commercial anti-spam company (MAPS, 1996), the first non-profit Internet infrastructure software company (ISC, 1994), and the first neutral and commercial Internet exchange (PAIX, 1991). In 2018, he cofounded SIE Europe UG, a breakthrough European data sharing collective to fight cybercrime. Dr. Vixie earned his Ph.D. from Keio University for work related to DNS and DNSSEC in 2010.

Mr. Martin J. Levy holds a Distinguished Engineer position at Cloudflare, a global company based in San Francisco, California. Mr. Levy has been involved in the operational world of TCP/IP for more nearly 40 years and has spent nearly half of that time focused on the well being of Internet backbones, peering and efficient distribution of content.

Mr. Levy worked at the prestigious Bell Telephone Laboratories in the early 80’s with a career revolved around the early days of deploying TCP/IP, DNS and routing protocols on Unix boxes. He has since worked on both early TCP/IP application development along with building global IP networks from the mid 90’s to mid 2000’s. Mr. Levy is mainly known for his dedication and unrelenting pursuit of the deployment of IPv6 within the global Internet. This is well documented online. In March 2014 he joined Cloudflare.

Mr. Levy holds a Bachelor of Science degree in Computing and Cybernetics from the University of Kent, Canterbury (UK 1978). He was born in London, England and has traveled extensively throughout his life. He now resides in California and has done so for well over half his life. He’s a UK/US dual citizen.

Paul Wilson has nearly 30 years’ involvement with the Internet, including 20 years as the Director General of APNIC, the Regional Internet address Registry for the Asia Pacific. In this role, he has led APNIC’s development as a provider of critical Internet services and as a key contributor to Internet growth and development throughout the Asia Pacific. Mr Wilson has worked as an expert and leader across the full range of communities and organisations involved in Internet development, including ISPs and network operators, non-profit organisations, governments and governmental agencies; and with many key organisations including RIRs, IETF, ICANN, ISOC, APEC-TEL, ITU and others.

As the Chief Technology Officer of the Internet Corporation of Assigned Names and Numbers (ICANN), David Conrad is at the heart the organization's mission to help maintain the security, resiliency and stability of the Internet's system of unique identifiers that ICANN helps coordinate. Prior to being named CTO, Conrad held several different positions at ICANN, including Vice President of Infrastructure & Technology and General Manager of the Internet Assigned Numbers Authority.

Before joining ICANN, Conrad helped found a number of Internet startups, including Nominum, a firm focused on Internet name and address management products and services and was involved in the creation of the second Regional Internet Registry (RIR), Asia Pacific Network Information Center, the Internet address allocator for the Asia and Pacific Rim region.

In 2011, Conrad provided senior-level advice and technical input for CloudFlare, as a member of the organization's technical staff. Prior to that, Conrad was the Executive Director of the Internet Software Consortium during the development of the "BIND version 9" domain name server. Kams Yeung is a Principal Network Architect at Akamai Technologies, the world largest CDN. Kams has responsibilities primarily covering peering, routed interconnections and capacity planning.

Kams is a 18 years’ experience veteran of the Internet industry and an international network engineering, operations and data center professional. He has served as an infrastructure team member during APRICOT-APAN 2011.

Associate Prof. Dr. Panjai Tantatsanawong is an Associate Professor of Computing department, Faculty of Science, Silpakorn University, Thailand. Takeshi (George) Matsuda has breadth of experience in service providers. His career started with operation of the largest Internet Exchange (IX) in Japan. He used to work for POP design and expansion strategy, especially in Asia, at the global tier-1 ISP (AS2914, Global IP Network). Arnold Nipper is Chief Technology Evangelist (CTE) and Co-Founder of DE-CIX. Before that he served as DE-CIX’ CTO/COO for more than 15 years. Arnold Nipper is one of the Internet pioneers in Germany and has almost 30 years work experience. He was instrumental in setting up one of the first commercial ISP in Germany, was involved in setting up the DE-NIC and co-founded RIPE in 1989.

The Asia Pacific Network Information Centre (APNIC) is a not-for-profit, membership-based service organization.
